I have a 2014 FJ and it fit no problems

Q: Where is the hardware? It doesn't come with any?

It should come with all the req hardware. When you first get the hitch it is wrapped in the plastic around the hitch.

Q: So, Before installing, Should there be any pre-rust prep where it mounts to the frame? I just did all the frame last fall ,

depending on where you live (state), never hurt to pre-rust, but I made sure to clean and dry before installation, and i make sure to check it once a year for tightness...reapply lock tight if need to .
